Jon Coupal is the President of the Howard Jarvis
Taxpayers Association (HJTA). HJTA, with offices in both
Los Angeles and Sacramento, is the largest taxpayers
association in California with a membership of over
200,000. Founded by the late Howard Jarvis, the author
of Proposition 13, HJTA’s name is synonymous with tax
relief and the uncompromising defense of the California
homeowner. JTA maintains offices in both Los Angeles
and Sacramento, California’s capital. From 1991 to 1998,
Coupal served as Director of Legal Affairs for HJTA,
overseeing the organization’s litigation and lobbying efforts.
He is a recognized expert in California fiscal affairs and has
argued numerous tax cases before the courts. Coupal also
successfully defended Proposition 140, the state's term limit
initiative, before the California Supreme Court. In 1995, he
won a major ruling before the Supreme Court when it
upheld the validity of Proposition 62, an HJTA sponsored initiative guaranteeing the right to vote on local taxes. He is also the principal drafter of Proposition 218, the Right to Vote on Taxes Act, a measure passed by the voters in November 1996. He has served as chairman of several initiative campaigns representing the interests of taxpayers including the campaign against Proposition 88, the statewide parcel tax initiative and the successful defeat of Proposition 1A, defeated by the voters in 2009. In 2003, he served as a member of Governor Schwarzenegger’s Transition Team. Coupal is also Chairman of the Howard Jarvis Taxpayer Foundation which provides funding for taxpayer rights litigation and educational studies. He writes a weekly column and is a frequent guest on both television and radio programs discussing fiscal policy and political issues.Coupal is a graduate of the Marshall-Wythe School of Law at the College of William and Mary where he received his J.D. After law school, he was an attorney with Pacific Legal Foundation for nine years, specializing in tax and political law.

Larry is the first person to have a college education in his family. Working since he was 12 years old (to buy a baseball glove) he successfully completed several advanced degrees and is most proud of his PhD dissertation while working with NASA on Space Station.
His consulting, training, and coaching experiences include working with front line managers and C-suite executives. His clients range from start-ups to Fortune 100 companies around the world.
Larry’s passions include cycling and golf, which are now easier to do and painless his having replace both of his hips. He is a friend and partner to Sacramento County Assessor’s office and staff.

A behavioral scientist with a specialty in the applied
neuroscience of positivity, Audrey has trained, coached,
and consulted leaders and their teams in 5 continents. Her clients include governmental agencies, Fortune
500’s, and start-ups. Current clients include FEMA and US Immigration Services, Amazon Web Services, Barclays Bank, Bayer Pharmaceuticals, and Kaiser Permanente.
Audrey has taught leadership classes at the University of Missouri’s MBA program and at Mercy College and held C-Suite positions for two rapidly growing international firms. In 2011 Audrey earned an MS in Organizational Development. She instinctively blends experience, inspiration, and insight to create dynamic, eye-opening learning experiences for her clients.
These days Audrey is fascinated by the dramatic changes and chaos that currently challenge us and provide us with so many exciting possibilities for growth and expansion.

FORREST L. STORY

Forrest L. Story is President and Principal Consultant for
Public Sector Excellence (PSE), an organizational
development, training and coaching firm founded in 1995.
PSE specializes in helping public sector employees,
supervisors, managers, and leaders build excellence in their
organizations and in the services they provide. PSE helps
clients address the unique opportunities and challenges that
public sector organizations face. Prior to founding PSE,
Forrest spent over 27 years working in the public sector, 20
of which were in County government management and
supervisory positions. He has had leadership assignments in
organizational development, human resources, children’s &
social services, employee development & training, budget,
management services, and public works. He was the first recipient of the Instructional Systems Association national award for his work in productivity improvement in local government.
He has designed and presented hundreds of public sector focused workshops for city, county & state government, school districts, special districts and joint powers authorities. Subjects include leadership, management, & supervision; strategic planning; working with challenging employees; change management; managing conflict, work and life balance, and building a workplace of mutual respect.
Forrest has a Masters in Public Administration from the University of Southern California and a BS in Criminology from California State University, Long Beach.
Founder and CEO of Bradford Technologies
Jeff Bradford is the founder and CEO of Bradford Technologies, the developers of ClickFORMS and Redstone analytics. His company has served the real estate appraisal profession for over 34 years.
Mr. Bradford, has been recognized as a Valuation Visionary by the Collateral Risk Network and as a Tech All Star by the Mortgage Bankers Association for his innovative contributions to the valuation process. Most recently is his work in Team Appraising and the use of analytics to better support the value conclusion.
Prior to founding Bradford Technologies, Mr. Bradford worked at companies such as Apple Computer, Structural Dynamics Research and FMC Central Engineering Labs.
He holds three masters degrees. One in Engineering Mechanics from the University of Texas and a Computer Science and MBA from Santa Clara University.
LONNIE HENDRY, JR.
Vice President, Head of Trepp Advisory
Lonnie Hendry, Jr., Head of Advisory Services at Trepp, LLC, specializes in valuation, appraisals, analytics, modeling and financial analysis. With a background spanning 18 years in the commercial real estate industry, he is charged with enhancing Trepp’s client relationships across all business lines and product verticals. Lonnie and his team assist Trepp clients with accomplishing their strategic goals through a variety of Trepp products, customized advisory services and client solutions. This role allows him to leverage his extensive industry experience, product knowledge and subject matter expertise to create scalable solutions for Trepp clients.
Mr. Hendry joined Trepp in 2019, as Vice President of CRE Product Management and has since played a key role in several transformational sales, business development,
product and research initiatives, helping to improve the TreppLoan product. Mr. Hendry’s professional experience includes conventional multifamily property management and development, commercial and residential leasing, brokerage and appraisal. He uses his knowledge and experience, as well as his can-do attitude, to help Trepp scale its efforts of continued growth within the CRE and CMBS markets.
Lonnie earned a Master of Science degree in Real Estate with a concentration in Sustainability from the University of Texas at Arlington where he also received a Graduate Certificate in Real Estate Development.
In addition to his responsibilities at Trepp, Mr. Hendry is an adjunct faculty member at Texas Tech University teaching Real Estate Appraisal and Real Estate Fundamentals courses. He instructs and mentors students interested in the real estate industry to prepare the next generation of young professionals for a future in financial services.
